This IP address is being used to conduct an academic research study regarding
Global DNS Security and Open Resolvers.

1. NATURE AND PURPOSE

We are performing a benign scan of the IPv4 address space to measure the
prevalence and configuration of DNS resolvers. The purpose of this study
is to understand the security state of the Internet's DNS infrastructure.
This activity is strictly for research purposes.

2. NON-MALICIOUS INTENT
------------------------------------------------------------------------
- We are NOT targeting your network specifically.
- We are NOT attempting to exploit vulnerabilities or gain unauthorized access.
- We are NOT attempting to disrupt your services (DoS).
- We do not collect any personal data or payload content.

The traffic you observed consists only of standard DNS queries (handshakes)
to check for open services on Port 53.

3. OPT-OUT / EXCLUSION REQUESTS
